REGULARISATION OF ENCROACHMENTS IN GOVERNMENT PORAMBOKE LANDS:

  • The Government issued orders to regularise the encroachments made in Government lands by way of construction of houses and living there for more than 10 years. This one time Special Scheme was in force upto 31.3.2001 and 1,95,957 house site pattas have so far been issued.
  • As this scheme did not reach certain sections of people and did not achieve the expected result and in view of number of petitions received from public and a large number of questions raised by Members of Legislative Assembly, the issue was discussed with the Hon’ble Chief Minister Kalaignar M. Karunanidhi and after detailed consideration, orders were issued to implement this scheme again.
  • According to this new Government order, the District Collectors have been empowered to regularise the encroachments made in all Government poramboke lands,(except the lands in and around Temples, Mosques and Churches which are classified for public purposes and not in use of their said classification but in use as Natham) by way of construction of houses and in occupation for more than 10 years and producing proper evidence for it.
  • Certain ban orders imposed for more than 10 years and producing proper evidence for it. Certain ban orders imposed for assignment in objectionable poramboke lands are relaxed for this special scheme. Since the time limit for implementing the one time special scheme expired on 0.6.2007, orders have been issued on 30.6.2007, extending the time limit by six more months. As per this special schemes 76,907 house pattas have been issued till 15.8.2007.
  • During the District Collectors Conference held on 30th of 31st of July, 2007, the Hon’ble Chief Minister Kalaignar M. Karunanidhi had announced that 3 lakhs house site pattas will be issued before March, 2008. To achieve the above target, the Special Commissioner of Land Administration has fixed a target for each District Collector. A High Level Officers Meeting by Chief Secretary was held on 20.8.2007.
  • Accordingly this special scheme has been extended upto 31.3.2008. Many clarifications and instructions were also issued to District Collectors. Certain powers were delegated to them for effective and successful early achievement of the above target.
  • The Secretaries of Highways, Rural Development & Panchayat Raj, Animal Husbandry, Dairying & Fisheries, Public Works Departments were requested to issue necessary instructions to their Heads of Departments and district level officers to co-operate with the District Collector in the process of regularisation of encroachment for achievement of the target of issue of 3 lakh house site pattas as announced by the Hon’ble Chief Minister.
